The Northeast Gas Association (NGA) - working in conjunction with The Plumbing Foundation of New York City, the Master Plumbers Council, Independent Master Plumbers of Westchester, and Hudson Valley Mechanical Contractors - is pleased to provide this web site to assist consumers in identifying Licensed Master Plumbers servicing NYC and Licensed Plumbers serving Westchester County, that meet State and Federal requirements for Operator Qualification (OQ) Task 86/87 (Interior Gas Piping Safety Inspections & Above Ground Gas Piping Construction, Maintenance and Connections).

What is Operator Qualification?

Operator Qualification (OQ) is a training and testing program, in addition to Local and Jurisdictional Licensing requirements, mandated by the New York State Department of Public Service, Pipeline Safety Division under authority of Federal Department of Transportation (U.S. DOT) Pipeline Safety and Hazardous Materials Administration (PHMSA). U.S. DOT's Operator Qualification regulation 49 CFR 192 subpart N, requires Utility Operators to develop and maintain a qualification program for individuals performing certain work on gas pipelines. The individuals performing work in this case are Licensed Master Plumbers within NYC and Licensed Plumbers in Westchester County.

NOTE:

Operator Qualification requirements for Licensed Master Plumbers in NYC and Licensed Plumbers in Westchester County are defined in each Gas Utility Company's individual Operator Qualification Program. Please contact the individual Utility serving your area for specific questions regarding their requirements. For work beyond the scope of interior gas piping safety inspections, construction or maintenance repairs, such as buried piping installation, additional Operator Qualification Training and testing may be required.
